He describes his preliminary meetings in Paris and Moscow and his effort to be informed by consulting with ambassadors from France, India, Burma, Canada, England, and Soviet Union to Laos and North Vietnam. They believed it was a war the US could not win. Describes cordial reception in Hanoi and his freedom of movement in week of his visit. Described how French weapons had been manufactured in the US. He reviewed history of Vietnam. HE claimed Dulles prevented promised elections from being held because South Vietnam would have joined with North Vietnam. Eaton described passion for independence and desire to end war without losing it. Eaton described fiscal losses.
