Diplomacy is too delicate to leave to governments , 1963, speech by Cyrus Eaton not delivered at Harvard 

Eaton recommends that individuals (scientists, businessmen, educators) should be the diplomats in one on one conversations, instead of relying on the unwieldy and time-consuming governmental avenues. Eaton also mentioned that the press creates tension with headline grabbing criticisms of communist countries.
